Development of technical regulations of tar, nicotine and carbon monoxide for tobacco products in the European Union in the last decade till today with special focus on cigarettes

Since 2002 the Directive 2001/37/EC of the European Parlement (Tobacco Product Regulation) regulates the maximum levels for tar, nicotine and carbon monoxide. The Directive also asks for a statement of ingredients in tobacco products and its toxicological data in burnt and unburnt form as well as for addictive effects of ingredients. The industry has to provide the required information, but presently no binding guidelines for the evaluation of toxicological data for tobacco products exist. The presentation will give some information about the rules and the function of organisations like national standardisation institutions, International Organisation for Standardisation (ISO), World Health Organisation (WHO) and some regulative committees like the Regulative Committee for Tobacco and Tobacco Product of the European Commission and the European Network of Government Laboratories for Tobacco and Tobacco Products. The relation between the different organisations will be discussed. Furthermore I will give an overview of the sampling and testing procedures used in the European Union.
